Temer indicates that it will sanction legalization of gaming

President of the Republic, Michel Temer, has been accompanying the strong movement for the legalization of games in Brazil and indicated, some days ago, that it will sanction the law if the project advances in National Congress. Currently, there are two proposals in progress, one in the Chamber and other in the Senate, about to enter plenary agenda.

More than 100 people, among deputies, foreign investors and defenders of the sector, attended last Tuesday (17) dinner at a steakhouse in Brasilia promoted by the Instituto Brasileiro Jogo Legal, led by teacher Magnho José, one of the greatest experts in gaming in the country.

Leader of Parliamentary Front for the Legalization of Games, recently launched, Deputy César Halum (PR-TO) talks with President of Federal Chamber Rodrigo Maia to rule in November in the plenary the clean bill PL 442/91 – which deals with the authorization return of bingos and casinos – approved in September in special commission of regulatory framework after ample debate in public hearings.

Market Size

Studies of Brazilian Legal Gaming Institute – IJL in partnership with the Boletim de Notícias Lotéricas clarifies that prohibitive legislation didn’t change the scenario of illegality of gaming in Brazil, which moves annually in clandestine bets plus R$ 19.9 billion with the game of animal (R$ 12 billion), bingo (R$ 1.3 billion), slot machines (R$ 3.6 billion) and sports betting and internet games (R$ 3 billion).

According to entity, legalized games moves about R$ 13.5 billion – if added the R$ 12.8 billion of lotteries of Caixa Econômica Federal, R$ 400 million of State Lotteries and R$ 300 million of jockey.

That is, for every R$ 2.50 bet in Brazil, only R$ 1 goes to the official game. More than 20 million Brazilians play every day in game of animal and more than 10 million bet in some type of game by Internet sites hosted outside the Country.

Studies indicated that the Brazilian gaming market, with the legalization all modalities: casinos, game of animal, bingos, video-bingos, video-games, sports betting and online games have the potential to collected R$ 59 billion gross or about R$ 17.7 billion per year in taxes.

The oppositers

But opposition to legalization is also strong. A triumvirate that has a strong influence in several sectors of the Country: the Federal Public Ministry – which sees money laundering possible in the business – Catholic and Pentecostal Churches and TV Globo, which indicate the risk of gaming – the gaming addiction.

In this scenario, those involved in the legalization negotiations point the motivations of the triumvirate: the Church is historically against, for traditional reasons – although it frees bingo as a joking in its festivals; the Federal Public Ministry could establish bingo and casino enforcement committees, but preferred to prioritize investigation of political crimes; and the campaign against Globo is a mystery.

One thousand more employments

According to the defenders of gaming, studies indicate that would be generated more than 600 thousand direct jobs, through the formalization of 450 thousand of game of the animal and would be created at least another 150 thousand new jobs in other games modality.

Besides, more than 560 thousand indirect jobs would be computed with the production chain of the game. (‘0.94’ index used in the BNDES ‘Employment Generation Model – Commerce).

Research

Between August 15 and 19 the Paraná Researches Institute heard 2,802 people, 1,457 women (52%) and 1,345 (48%) men at the request of Esplanada Column. Were heard more 112 women than men. Result of 45.6% in favour and 43.4% against the return of bingos and the technical tie of 45.7% in favour and 45.5% against, in relation to casinos we know that the percentages could be better.

One the curiosity of the consultation was the fact that women to be against bingos (53.3%) and casinos (57.7%).
